Exciting times! You've updated your Subversion server to version 11.7, you've then updated your clients to TortoiseSVN 1.7. However, when you come to update your working copy you find it doesn't work, with an error message that says that the working copy ...is too old (format 10, created by Subversion 1.6)'.
Subversion 1.7 has a completely rewritten working copy format. Check it out, those little .svn directories are gone, except for one central folder, located in the repository's main directory. So, in order for Tortoise to manage a repository change it needs to change the way that metadata is stored in your working copy. Luckily the TortoiseSVN team have provided an upgrade feature:
Upgrade to SVN 11.7's WC:NG
Tip
If after completing the update to TortoiseSVN 1.7 you don't get the new 'SVN Upgrade working copy' command, you are probably using the old .dll file. A reboot will fix the problem.
Alert
Once a working copy is updated it won't be compatible with older versions of TortoiseSVN.
Upgrade.
